Katy Independent School District has begun the 2026–27 school year with a new grade-based framework governing how students can use generative artificial intelligence in classrooms. The policy creates different expectations as students get older: K–6 students are prohibited from using generative AI, seventh graders may use it when directed by a teacher, eighth graders require teacher permission, and high school students may use it but must disclose and cite their use and verify the information produced. The Policy Arrives At A Large And Growing District

The scale of Katy ISD makes its AI policy particularly significant.

The district’s 2025–26 fact sheet projected enrollment at 97,323 students, with more than 14,000 full-time personnel, more than 6,900 certified teachers and 80 schools. The district spans elementary, junior high, high school and choice campuses.

Texas Tribune’s district data reported 95,295 students enrolled in 2026, representing a 30.6% increase from 2016.

With tens of thousands of students moving through different grade levels, a consistent district framework can give teachers and families a common starting point.

Without clear expectations, AI policies can vary considerably from classroom to classroom.

One teacher might allow a student to use ChatGPT for brainstorming, while another might prohibit it entirely. A third might permit AI assistance but require students to explain how it was used.

A districtwide framework does not eliminate every classroom-level decision, but it establishes boundaries.

Teachers Still Decide How AI Fits Into Instruction

The Katy ISD policy does not mean artificial intelligence will replace teachers.

The District Is Also Expanding Virtual Learning

The AI policy is arriving alongside another major technology-related change for Katy ISD: the launch of Legacy Virtual High School.

The new school opened for the fall 2026 semester and is designed for students in grades 9–11. Katy ISD describes it as an expansion of its previous Katy Virtual School model, offering both full-time and part-time options.

Full-time enrollment is tuition-free for eligible Texas students, while supplemental courses are available through separate options. The program includes core academic courses as well as Advanced Placement, honors, college-preparatory and elective offerings.

The combination of virtual education and a new AI framework shows how technology is influencing multiple parts of the district’s strategy.

But the two initiatives serve different purposes.

Virtual learning changes where and how students receive instruction.

AI changes how students interact with information and complete academic tasks.

Together, they create a more complicated digital environment for students and teachers.

Families Will Need To Understand The New Expectations

A district policy is only effective if students and families understand it.

Katy ISD began preparing families for the 2026–27 school year through online registration and enrollment communications. The district opened new-student registration through PowerSchool on July 24, with annual enrollment updates beginning for existing families later in July.

AI expectations add another layer to those back-to-school conversations.

Parents may have questions about which tools their children can use, what counts as acceptable assistance and how AI use should be disclosed in assignments.

Those questions are likely to become more common as AI applications become embedded in everyday consumer technology.

For parents, one useful distinction is between using AI as a learning aid and using AI as a substitute for learning.

A student asking an AI system to explain a difficult concept may still be engaging with the material.

San Antonio ISD, for example, used an AI-based platform called Coursemojo during the 2025–26 school year at four middle schools with literacy challenges: Davis, Tafolla, Harry Rogers and Poe. The results were mixed, with some improvement at individual campuses but continued concerns about students performing below grade level.

That experience highlights an important distinction between AI policy and AI effectiveness.

Giving students access to AI does not automatically improve academic outcomes.

Technology still needs effective instruction, appropriate implementation and meaningful student engagement.

Katy ISD’s framework is therefore significant because it focuses first on how students should use AI, rather than assuming that more technology necessarily produces better results.

The policy will ultimately be judged by what happens in classrooms.

If students become better at evaluating information, writing, researching and solving problems while using AI responsibly, the framework could provide a useful model for other districts.

If AI becomes another shortcut that allows students to avoid foundational skills, educators may need to adjust the rules.

The 2026–27 School Year Will Test The Framework
